"(Earlier SWOOP)....  with questions mounting in Congress and at the UN, White House and State Department officials realize that time is not on their side. While preparing to carry out any orders from the President, doubts at the Pentagon run deep.  The Administration takes little succor in the fact the main cheerleaders for action come from the earlier advocates of the Iraq war who otherwise oppose every aspect of Administration policy.  [Assuming that (after blinking the first time) Obama does take action at the end oif the proposed consultation period with Congress, Obama will still find himself criticized by skeptics for doing too much and by enthusiasts for doing too little. He will thus enter the new legislative session where major battles on the economy await him with his Congressional relations in disrepair.]
