Germany donates S1.3 million to "end arms supplies to Hezbollah"...

 "..Germany has donated more than million Euros (1,101,875 Euros) to Lebanon to upgrade its coastal radar system and improve the country's coastal surveillance,... the agreement was signed by the head of the Lebanese Army General Jean Khawji and the deputy head of the German mission to Lebanon, Michael Bierhoff.... Its main task is to prevent any arms shipments bound for the Lebanese Shiite movement Hezbollah..."

Didn't the Israelis complain recently that the Lebanese Army allowed Hezbollah access to their coastal defense radar to target an Israeli warship in Lebanese waters during the war of 2006? Does this mean that after the next war, Germany is going to be "on the hook" to Israel for half-a-dozen corvettes (not the cars!)?
