This matters, Stein says, because if the United States chooses to combat ISIS and other Iraqi militants through drone strikes launched from outside Iraq, the Incirlik Air Base near Adana in southern Turkey would be an ideal launching point.
“The Turks have an incredible amount of control if the United States goes the drone route,” Stein says, and will want to avoid being seen as “complicit” in air strikes on the group holding their diplomats and citizens hostage..."
