I think this story is Israeli bullshit - if the talks had been brokered by Washington, someone in Washington would have briefed about them off the record some time ago. The reason for the bullshit - either a rather dumb attempt to split Assad from Iran or so that Israel can continue with its usual crap that they are gagging to negotiate but there is no one to negotiate with for a while longer.
I estimate that this story has as much truthiness as the Syrian reactor story - i.e., none whatsoever.
