The resolution was submitted by (NEIGHBORS) Morocco (Qatar) on behalf of Kuwait, Qatar, Jordan, Libya (Qatar), Saudi Arabia and Tunisia (Qatar) after being discussed in informal negotiations this week by all members.
The sponsors hope to convince Russia and China to at least abstain rather than voting against this time,.."
