IAEA says "enriching at Fodo is under IAEA surveillance", but the US says it's "an escalation!"

Who is escalating?
"VIENNA — The UN atomic agency said Monday that Iran is now enriching uranium at a new site ...IAEA spokeswoman Gill Tudor said that all nuclear material "remains under the Agency's containment and surveillance" at Fordo
US State Department spokeswoman Victoria Nuland said that Iran's enriching uranium at the Fordo site was "a further escalation..."

How dare the Iranians go out of their way to embarrass the Superpower by conducting legal uranium enrichment under IAEA surveillance and making sure the whole world knows it at precisely the time when said Superpower is trying to cobble together a coalition to prevent Iran from exercising its legal rights. This is not just an escalation, it's a provocation...and rude. No bureaucrat worth his salt--and Washington has many of these--will tolerate such impudence from a subordinate. And if Iran is not a subordinate, then how can the Superpower call itself "super?"
