Bellemare was the darling of former Harper's justice minister Maxime Bernier. Bernier has been famous for forgetting important documents related to security at his mistress house, a woman who had an ex from famous Quebec criminal organisation Hell's Angels and who lobbied Bernier on behalf of Hell's angels for a security contract at Montreal airport.
