Wasington lobbying hard with Moscow on Damascus

why do states trust Russia. Russia is after it's own interest and a few billions down the exchequer will make Russian officials turn water into wine. So after Russia voted for a SC resolution against Syria look for a statement like "US foreign debt increased by XX% for the month of YYY". Then you know roughly how much money was paid out.
