Interesting.
The first proposal brings up alot of questions. The main reason the IDF is in the West Bank is to protect the settlers. If the IDF did in fact leave the West Bank alot of the settlements would be forced to go.
Just look at Hebron for example. A city home to 165,000 Palestinians and 500 Israeli settlers. The IDF however have stationed troops outside every single settler home mainly in the H2 area and restricted Palestinian movement in the area.
In my view if the IDF withdrew from the West Bank (naturally including Herbron) I don't see a single settler being able to stay.
