The world needs to confront the elephant in the room: at what point should a state engaged in repressing its own people be labeled a "criminal" state?

Invading criminal states that try to establish banking systems independent of Western banks but protecting criminal states that make war on hospitals is a mindless way to make the distinction.

But the elephant needs to be confronted if we are to avoid terrorism: as the world becomes smaller, as people become more empowered, the potential for asymmetric warfare against criminal officials rises.
