"... The National Iranian American Council’s Trita Parsi [currently a fellow at the Woodrow Wilson Center says] that the sanctions resolution’s most significant value for Obama may be to “give him the space [domestically here in the U.S.] to be able to try to negotiate” with Iran, including over a nuclear fuel swap agreement that Brazil and Turkey negotiated with Tehran last month, which the U.S. rejected as too little too late.

But Parsi worries it could backfire by “souring the atmosphere” and delaying when the Iranians would be willing to come back to the table, even while their nuclear program progresses. ....

Obama’s domestic political calculus “needs to be balanced, with the possibility that if they go forward with sanctions, Iran will withdraw completely” from the offer to send 1,200 kilograms of its enriched uranium stockpile abroad, Parsi said. ...
