Lebanon to Turn Over Files on Hariri Slaying to U.N. Tribunal

"This tribunal is hanging over Syria's head," says David Schenker, a specialist on Lebanon and Syria at the Washington Institute for Near East Policy. "If they are not cooperating with the U.N., it will be hard for the U.S. to make any progress with Damascus and still maintain international credibility for engagement."
