"...An aide to Palestinian President Mahmoud Abbas on Sunday lambasted Prime Minister Ehud Olmert over his assertion that Israel had been prepared to sign a peace agreement, but was held up the Palestinians' "weakness and lack of courage." ..."The fact that we haven't reached [a peace agreement] so far is due to the weakness and lack of courage on the part of the Palestinian leaders," Olmert told ministers during his last weekly cabinet meeting in Jerusalem. "Everything else is just excuses and efforts to derail the talks."

"weakness and lack of courage".
Compare with the "peace of the brave" signed with Jordan. Israel agreed in the Johnston negotiations to give Jordan 720 MCM water a year. The peace agreement was very foggy. In practice Israel gives 30 MCM of which 20 really belong to Jordan, they are Yarmouk waters flowing to Israel and pumped back later. This waters are salty and of low quality.
I guess the pals also were not offered enough water. Israel wants the water in the mountain aquifer under their feet.
Conclusion: courage means giving up your basic rights, for nothing.
