That's your inference, not Ignatius' or Rice's. Third Army has basically annihilated the Special Groups and forced the Iranians to accept an independent, Arabist, Shi'ite State. We've known about their attempt to take over Iraq for some time. Unfortunately, they've failed.

Ethnicity still triumphs over sectarianism.

If you'd read Nibras' Kazimi's "Talisman Gate", you'd know this already.
