I think this report sounds dated. As I wrote on my blog, I think the the Israelis have already responded with the release of the Palestinians hinging on the Israeli soldiers condition, ie only if they are alive. And as everyone seems to agree, they are no longer alive, I doubt there will be any Palestnians free.
Furthermore, I doubt Hizballah will accept any deal that depends on the Israelis promising to do something in the future after they broke the deal to release the Lebanese prisoners after the last exchange.
